ERM Power needed approval from the Environmental Protection Authority (EPA) of Western Australia to develop a 330 megawatt open cycle gas turbine power station. The Neerabup Airshed north of Perth was susceptible to photochemical smog. The EPA was cautious about approving new emission sources that had the potential to contribute to the generation of smog. Katestone worked closely with the regulator to agree on the methods, covering source characterisation through to meteorology and modelling.

Our cumulative impact study predicted ambient pollutant concentrations due to existing industries and the proposed power station using the TAPM, CALPUFF models and the CIT model for smog prediction. The EPA endorsed our conclusion that the power station’s effect on regional maximum ground level ozone concentrations would be insignificant and it would not cause additional exceedances.

On October 2007 the EPA recommended approval, stating that impacts could be managed to meet environmental objectives. Our study helped ERM Power complete the development ‘safely and on time’.
